The gap between building agents and running them in production comes down to engineering infrastructure — context and memory, multi-model routing, evaluation and observability — rather than willingness to invest. Teams betting on a single framework face fragmentation risk, since the top ten vendors show a flat decline and multi-framework trials are common. Practitioners planning enterprise agent adoption can use the L1–L4 maturity scale and the deployment benchmarks (45% at large Shanghai firms versus 16% at small ones) to position their own roadmap.

The survey numbers expose the real gap: most enterprises are stuck between pilot and production, and the handbook argues the missing piece is a governance layer—registries, identity, audit, gateways—rather than protocol literacy. Teams planning to move Agents from L2 to L3/L4 maturity can use its reference architecture and checklists directly. Alibaba Cloud's open-source release also signals which abstractions the Chinese cloud ecosystem is standardising on, useful for anyone building on Qwen or Aliyun infrastructure.
