New York Governor Kathy Hochul signed a law on October 28 banning AI chatbot services for minors that impersonate humans, foster emotional dependence, encourage self-harm or isolation, or contain sexually explicit content. Companies must offer multiple age-verification methods and delete age information after verification. The state Attorney General may seek up to $25,000 per violation, plus damages and destruction of unlawfully collected data or models trained on it.

What it means for you

  • AI chatbot products serving minors in New York must implement age verification and delete age data afterwards; each violation carries up to a $25,000 penalty.- Products using anthropomorphic or companion-style interaction must review designs for impersonating humans or fostering emotional dependence.- Beyond fines, remedies include destruction of data and AI models trained on it, making training-data compliance a model-asset risk.
