The White House says Moonshot AI distilled Anthropic’s Fable 5 to build Kimi K3. Fable launched on 9 June. K3 launched on 16 July. That’s 37 days on paper - but in practice it’s 18, because Fable was suspended from 12 June to 1 July over export controls.
18 days to hammer a frontier model millions of times, process the outputs, and train a 2.8 trillion parameter system. Technical observers say that’s not just unlikely - it’s physically implausible.
The administration argues Moonshot ran a sophisticated, covert distillation platform over a longer window, hopping between access methods to avoid detection. But if they were distilling before Fable existed, what exactly were they distilling from?
And who wins if Chinese open-weight models are banned? The closed frontier labs. Start-ups that depend on low-cost open models get funnelled onto pricey closed APIs. Nearly 200 companies - including Y Combinator, Replit, and Proton - warned in writing that this would wipe out hundreds of start-ups overnight.
