vLLM-TorchTPU brings native PyTorch serving to Google TPUs

The practical effect is that vLLM's optimizations — prefix caching and speculative decoding — now apply to TPU hardware, giving teams a second accelerator option beyond NVIDIA GPUs for self-hosted inference.
