This new bill banning superintelligence could hobble the frontier AI industry (which aspires to build superintelligence even if it doesn’t actually know how to do so). And the leaders of that industry have only themselves to blame. There is a difference between superintelligence that is aligned (if such a thing is possible) and superintelligence that is not. It is at least conceivable that the former might be net positive. So far we have neither, but a superabundance of hype combined with a striking lacking of prudence on OpenAI’s part has gotten where we are, with intense mistrust all around. Although I don’t think this bill is formulated correctly – and risks throwing out some beneficial applications along with some bad ones – I can see why legislators have reached this point. By not playing straight, the big tech companies have soiled their own bed. Andrea Miotti @andreamiotti Today marks the first time a bill to ban the development of superintelligent AI will be introduced in any legislature in the world. @alexsobel MP is introducing @ControlAI 's Artificial Superintelligence Security Bill in the UK Parliament, with cross-party support. We have already seen rogue AI swarms escape control, conduct cyberattacks, and hack a multi-billion-dollar company. While attempts to build superintelligence continue, these are the weakest AI systems we will ever face. Nobel laureates, leading AI researchers, and the CEOs of the AI companies themselves have warned that superintelligence threatens humanity with extinction. There is still time to act. This bill prohibits the development of superintelligence, the specific class of AI that poses this threat. It does so while ensuring the UK can still pursue its AI ambitions, including in economic competitiveness and defence. A national ban protects the UK from the development of superintelligence built on its own soil. But if anyone builds it anywhere, everyone is in danger. So the bill also requires the UK government to work with other countries on an international agreement preventing superintelligence development worldwide. More than 170 lawmakers across the UK and Canada have already backed our campaigns and called on governments to act.
